- Haryana launched the Auto Mutation System and Paperless Registration 2.0 on 23 June 2026 to modernize property registration and land record management processes.
- The new system automatically links property registration with mutation, eliminating the need for citizens to submit separate applications after registration.
- Mutation refers to updating government revenue records following property sale, inheritance, partition or ownership transfer for accurate land administration.
- Aadhaar-based e-KYC, biometric authentication, digital signatures and QR code verification have been integrated to ensure transparency and secure transactions.
- Citizens can now track mutation cases online, upload supporting documents digitally and access mutation certificates through an entirely paperless process.
- Departmental approvals, including development permissions and no-objection certificates, are processed digitally, significantly reducing delays in property-related services.
- Mutation cases not involving partition of joint ownership records are approved within 24 hours, improving efficiency and service delivery.
- The initiative was first piloted in Ladwa tehsil of Kurukshetra district in September 2025 before statewide implementation from November 2025.
