Delhi’s draft EV Policy 2.0 proposes strict electrification measures, financial incentives, and petrol vehicle restrictions while concerns remain over inadequate charging and battery-swapping infrastructure.

- Delhi currently has nearly 8.76 million registered vehicles, with vehicular emissions contributing around 23 percent of the city’s overall air pollution levels.
- The draft EV Policy 2.0 proposes banning registration of new petrol two-wheelers in Delhi from 1 April 2028 to accelerate electric mobility adoption.
- Commercial aggregators will only be allowed to add BS-VI compliant two-wheelers until the end of 2026 under the proposed policy framework.
- New registrations of three-wheelers in Delhi will become completely electric-only from 1 January 2027 as part of the clean transport transition strategy.
- Electric two-wheeler buyers may receive subsidies up to ₹30,000 during the first year, with reduced incentives planned during subsequent years.
- The policy also offers scrappage incentives for replacing older BS-IV or outdated vehicles with electric vehicles purchased within six months after scrapping.
- Delhi currently has around 3,100 charging stations and nearly 893 battery-swapping stations, remaining significantly below the target of 18,000 charging points.
- Industry representatives supported the policy’s environmental goals but raised concerns regarding excessive dependence on mandates instead of infrastructure development and supportive incentives.
