- Union Home Minister Amit Shah inaugurated the conference on "PRAHAAR – CT Policy and Strategy" in New Delhi on September 28, 2026.
- PRAHAAR is India's National Counter-Terrorism Policy and Strategy, which the Home Ministry unveiled on February 23, 2026.
- The strategy rests on seven pillars: prevention, response, aggregating internal capacities, human rights, attenuating conditions for terrorism, aligning international efforts, and recovery and resilience.
- Shah launched a new Extradition Portal meant to coordinate and expedite efforts to bring fugitives back from abroad.
- He said 288 fugitive criminals were brought back to India from 36 countries between 2019 and 2026.
- He urged state police forces to set up dedicated teams that work with central agencies on extradition cases.
- Shah called for "zero delay" in counter-terror operations and an automated response mechanism at every level of the framework.
- He also stressed continuous analysis of terror incidents and a strong, concrete mechanism for the next 10 years.
- The conference was attended by the Home Secretary, the Foreign Secretary, heads of central armed police forces, DGPs of 15 states and ATS chiefs of all states and Union Territories.
- Shah cited the busting of more than 40 modules of the Shahzad Bhatti network, which smuggled weapons, explosives and narcotics across the border, with over 100 FIRs and 350 arrests across 15 states.
- The government has declared the network a terrorist organisation under the Unlawful Activities (Prevention) Act.
- At a CBI conference in October 2025, the agency said 338 extradition requests from India were pending with various countries.
